The forum brought together the supreme audit institutions of European countries, representatives of the Ukrainian parliament and government, and international experts to discuss the issues relating to the independence, operational capacity and impact of supreme audit institutions in the context of crises.
In his speech at the forum, Janar Holm emphasised that trust is at the heart of the work of supreme audit institutions: society needs assurance that the use of public funds is subject to independent scrutiny, even when circumstances are complex and decisions need to be made quickly. Holm highlighted the experience of the National Audit Office of Estonia during the War of Independence and the difficult circumstances of the early years of independence and drew attention to certain parallels with the challenges currently facing the Accounting Chamber of Ukraine. He also spoke about Estonia’s experience of auditing the defence sector and operating during the COVID-19 crisis.
The outlook for national fiscal policies in the face of cost pressures arising from the crises were discussed at the forum, and issues relating to the implementation of recommendations made by supreme audit institutions were also addressed.
